This brochure summarizes a panel discussion that took place on 13 April 2015 at the African Carbon Forum in Marrakech. It forms part of the ongoing political dialogue between European and African negotiators on carbon markets in the new agreement and possibilities for cooperation through climate finance. The panel was organized by Climate Focus in collaboration with the German Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB).
At the panel discussion, delegates from Germany and Sweden and participants from Africa as well as UNFCCC representatives exchanged their views on the prospects for the African carbon market. Discussions revolved around the question of how to bring back market demand for the CDM with a particular focus on the role of the African projects and programmes. Participants indicated that clear and reliable demand will be key to preserve existing African CDM capacities and tap the mitigation potential in the region. Panelists pointed to diverse possibilities for continue using the CDM in the future, such as including respective mitigation targets in the INDCs and using the CDM for climate finance. In this context, the outcome of the climate negotiations in Paris will be key.
