JISC elects new chair

JISC elected Konrad Raeschke-Kessler as Chair and Albert Williams as Vice-Chair. Furthermore the issues including potential synergies with other mechanisms as called for by the CMP were discussed. Key areas identified during the discussion took in international oversight, transparency, standardisation of common approaches and expanding the existing infrastructure.

This JIKO Policy Brief summarizes the state of play of the negotiations on a global market-based mechanism (global MBM) under ICAO. It specifies the respective responsibilities and different approaches of ICAO and the UNFCCC. It traces the historic activities in regard of climate protection under ICAO and provides an overview of the current negotiation process that is to culminate at the upcoming ICAO General Assembly in autumn 2016. Furthermore, the Policy Brief reflects on the CDM experience and derives recommendations.

EB approves first Methodology in Aviation Sector

At its 87th Meeting, the CDM Executive Board approved a new methodology in which aircraft ground operations are managed with the help of additionally installed electric motors (electric taxiing). This is the first CDM methodology to be developed for the aviation sector.

Role of Market Mechanisms in Intended Nationally Determined Contributions

The Parties to the United Nations Framework Convention on Climate Change (UNFCCC) intend to adopt a new comprehensive climate agreement at this year’s Conference of the Parties (COP) in Paris. The shape of the new agreement is emerging only slowly, including the role market mechanisms will play. This new JIKO Policy Brief is an update on JIKO Policy Brief 03/2015 and assesses the potential scope of market mechanisms in the Paris agreement by surveying the Intended Nationally Determined Contributions (INDCs) so far.

Continuation of simplifying the CDM, no agreement on the improvement of the Stakeholder Consultation Process

At its 86th meeting, the Board considered numerous proposals for simplifying and streamlining the CDM and adopted several regulations that are to reduce transaction costs and speed-up procedures. So in the future, it will inter alia, be possible to use the micro-scale thresholds at the level of individual units of a PoA and to submit a methodology without a PDD.
