2025 marks a pivotal moment for global climate policy as countries submit their third round of national climate plans (NDC 3.0) under the Paris Agreement (PA). This fact sheet takes a look at how the 64 countries that submitted NDC 3.0 so far are approaching international market cooperation through Article 6. It examines whether countries intend to use carbon markets, the roles they foresee for themselves, and how they address issues like environmental integrity and sustainable development. The analysis covers all NDC 3.0 submitted until mid October 2025. The analysis will be updated again after COP 30.
