2025 marks a pivotal moment for global climate policy as countries submit their third round of national climate plans (NDC 3.0) under the Paris Agreement (PA). This fact sheet takes an early look at how the 23 countries that submitted NDC 3.0 so far are approaching international market cooperation through Article 6. It examines whether countries intend to use carbon markets, the roles they foresee for themselves, and how they address issues like environmental integrity and sustainable development. The analysis offers an initial snapshot of emerging trends, with a fuller analysis to follow later in 2025 once more NDC 3.0 have been submitted.
