In this study commissioned by the German Emission Trading Authority (DEHSt), the Authors of the Wuppertal Institute and GFA Consulting Group investigate the prospects of applying the performance-penetration approach outlined in the Standardized Baselines framework to a complex integrated production process: the Indonesian cement sector.
They find that it is in principle possible to derive a baseline emission factor based on this concept. They find that a more detailed approach disintegrating the sector in as many sub-processes as possible and calculating the emission factors using indicators that reflect these is feasible and may produce a more conservative baseline. They also find that the performance-penetration approach is highly sensitive to market penetration in the sector.
