This policy brief derives lessons learned and provides recommendations for successful carbon pricing communication. In six case studies of carbon pricing initiatives from four continents, the study examines how policy design and communication interplayed with other factors and contributed to the success or failure of different carbon pricing policies.
The authors conclude by highlighting the importance of good communication that is tailored to stakeholders and internally consistent. Further recommendations include testing messaging, labelling policy instruments favourably, directing revenue toward the goal of the policy and addressing distributional issues, as well as convincingly addressing concerns around fairness and carbon leakage.
