Crediting Baselines under Art. 6.4 - webinar documentation available

May 2020 - With the Paris Agreement kicking-in in 2020, the circumstances for market-based cooperation under the UNFCCC change fundamentally: The agreement establishes ambitious long-term targets and requires all Parties to communicate Nationally Deter- mined Contributions (NDCs) and implement actions intended to achieve them. These new framework conditions will also affect the functioning of market-based cooperation under Article 6 and must therefore be reflected in the design and operation of the Article 6.4 mechanism.

Against this backdrop, the Wuppertal Institute conducted the webinar "Reflecting the Dynamics - Baseline setting under a future Art. 6.4 mechanism" on behalf of the BMU. Together with experts from Perspectives, IEA, INFRAS and the Wuppertal Institute, the participants addressed the question how these fundamental changes might affect crediting baselines as a reference to determine mitigation impacts under Article 6.4. Taking into consideration the current status of the Article 6.4 negotiations the webinar discussed experiences made under the CDM to then explore innovative approaches for establishing baselines that are aligned with the dynamic nature of the Paris Agreement.
